Filter: gfpdf_gv_feature_tour

Whether to offer a feature tour.

Defaults to whether this install upgraded into the tour's release, so returning true opts a fresh install in. Returning false hides the tour without recording a dismissal, so turning the filter back off shows it again. Dismissal is checked first and the filter can't override it.
